Balochistan Karez System: How It Works, UNESCO Status and Water Heritage
A documented guide to Balochistan's karez systems explaining gravity-fed groundwater tunnels, community water shares, the UNESCO Tentative List, survey figures, threats and conservation.
A karez is a gravity-fed system that taps groundwater in an upland aquifer and carries it through a gently sloping underground gallery to settlements and fields. Vertical shafts provide access for construction, ventilation and maintenance. In arid Balochistan, karez systems are both infrastructure and community institutions: water shares, cleaning duties, routes, cultivated land and social memory work together. Pakistan placed the Karez System Cultural Landscape on UNESCO's Tentative List in 2016, but it has not been inscribed on the World Heritage List. UNESCO's page includes 2012 figures, while PCRWR later surveyed about 1,200 systems in northern Balochistan. Those datasets answer different questions and must keep their dates, definitions and geographic coverage.

How a karez carries water without a pump
The system begins where groundwater can be reached at a higher elevation. A mother well and access shafts connect to an underground gallery cut on a slight downward gradient. Water enters the gallery and flows toward a surface outlet, after which channels distribute it to homes, orchards or fields. Gravity reduces the energy needed for conveyance and the tunnel can limit evaporation compared with an open canal, but neither feature creates water when the aquifer is depleted.
Shafts appearing as a line of circular openings reveal the buried route. They allow workers to remove spoil, inspect collapses and clean sediment. They can also be dangerous. A karez is not a tourist tunnel unless an authority and community have made it safe for access. Coordinates, shaft depth, water quality and operational status should come from a current inventory or local managers, not from a photograph.
Community ownership, water shares and maintenance
Karez water is commonly organized through shares connected to investment, time or customary rights. Community arrangements can govern cleaning, repair, distribution and passage across land. The PCRWR/World Bank groundwater case study records regional differences in compensation and common-property practice. These are documented examples, not one rule for every Baloch, Brahui, Pashtun or mixed community in the province.
The system's social organization is as important as the tunnel. If collective maintenance breaks down, a technically repairable gallery may still fail. Conversely, a rehabilitation project that repairs concrete or clears sediment without clarifying rights can intensify disputes. Conservation records should identify owners and users, distribution schedules, maintenance labour, downstream land, oral history and the authority that resolves conflicts.
UNESCO Tentative List: four representative systems
Pakistan submitted the Karez System Cultural Landscape to UNESCO's Tentative List in 2016. The submission identifies four representative systems—Kandani, Chashma Achozai, Ulasi and Kandeel—and presents karez as a long-lived, community-managed adaptation to an arid landscape. The Tentative List is an official preliminary step by the state party. UNESCO explicitly says responsibility for its description lies with the submitting state.
Tentative status is not inscription on the World Heritage List. A full nomination, evaluation and committee decision would be separate events. PCRWR's 2023–24 annual report records ongoing steering-committee and governance-framework work, which demonstrates an active process but not a completed inscription. Headlines should use “UNESCO Tentative List” in full and date any later nomination claim.
Why counts differ across UNESCO and PCRWR sources
The UNESCO submission cites approximately 1,053 functioning karezes and another 270 potentially restorable systems, with irrigation and discharge figures referenced to 2012. PCRWR later reported a survey of about 1,200 karezes in northern Balochistan using multiple technical parameters and a digital inventory. These totals need not match because the survey date, geography, definition of functional status and included systems can differ.
A high-quality data table defines functional, partially functional, dry, damaged, abandoned and restorable rather than collapsing them into existing or lost. It also records the observation date and who inspected the system. Province-wide totals should not be inferred from a northern survey, and a Tentative List inventory should not be presented as a live operating dashboard.
Groundwater decline, drought, floods and tube wells
Balochistan's low and variable rainfall makes groundwater recharge uncertain. Pumped wells can lower water tables below a gravity gallery, while drought reduces recharge and can shrink flow. Floods can damage shafts and channels or fill galleries with sediment. Urban growth, roads and land subdivision can interrupt routes, and reduced agricultural returns may weaken the labour available for cleaning.
No single threat explains every failure. Water policy needs basin-scale measurement of abstraction and recharge as well as community-level system records. Protection distances or restoration works matter only if they are implemented and monitored. Climate language should be specific: a dated rainfall or groundwater series can demonstrate a trend; a dry shaft photograph cannot by itself prove the cause.
Documenting and conserving a living water landscape
A useful karez record combines engineering and cultural evidence: map the mother well, shafts, gallery, outlet and command area; record flow and water quality with dates; document shares, maintenance, crop use, place names and consent; and preserve repairs as part of the system's history. Public maps may need to omit dangerous openings or sensitive water infrastructure while retaining a controlled archival record.
