Uyghur Digital Archives: Preservation, Metadata and Rights
A practical guide to preserving Uyghur manuscripts, photographs, audio, video and born-digital files with checksums, multilingual metadata, provenance, consent and safe access.
Scanning a page or uploading a video does not create a durable archive. Digital preservation requires stable files, fixity checks, documented provenance, redundant storage, migration planning, rights information and an access policy. Uyghur collections add multilingual and security challenges: Arabic-script filenames, several romanization systems, unidentified relatives, mixed languages, diaspora locations and material whose online release may endanger people. This guide builds from institutional collections and preservation practice to show how a community project can keep originals and context together without making every item globally public.

Define the archive before choosing software
List the materials, owners, risks, users and responsibilities. A family photo collection, organizational website capture, manuscript library and oral-history archive need different metadata and permissions. Begin with a collection policy that says what will be accepted, who can decide access and how a donor can correct a description.
Software does not resolve governance. A platform may offer attractive galleries while hiding export limitations or making restrictions difficult. Test whether files and metadata can leave the system in documented formats. If the project ends, custody and access decisions should already be written.
Masters, derivatives and fixity
Keep an unchanged preservation master at the best reasonable quality, then create smaller access copies. For a scan, preserve color target, resolution and page order information; for audio, retain an uncompressed master when feasible; for websites, document capture tool, time and scope. Never edit the only copy to improve presentation.
Generate cryptographic checksums when files enter the archive and verify them on a schedule and after transfer. A matching checksum shows the bits did not change; it does not show that a file opens correctly or contains the right pages. Recovery testing must restore files and metadata from backup.
Multilingual metadata and names
Use Unicode and retain titles and names in original script. Add romanized and translated forms in separate labeled fields, naming the system or source. One mixed spelling should not replace all variants. Language and script are distinct: a record can contain Uyghur, Arabic, Persian, Chinese or Russian in more than one script.
Date fields should distinguish creation, copying, publication, digitization, acquisition and description. Place fields need historical and current variants without forcing a disputed name into a single neutral label. Authority records can connect variants while showing who supplied each form.
Provenance, rights and community knowledge
Record physical owner, custodian, collector, previous owners, acquisition path and provenance gaps. A digital copy does not transfer copyright or cultural authority automatically. Note photographer, performer, author, donor terms, license and privacy separately instead of using a blanket rights statement.
Community members may identify people, places, songs or handwriting after deposit. Preserve that contribution with contributor, date and confidence, and allow correction without deleting earlier catalog history. Sensitive knowledge can be documented in a restricted field even when the public caption remains general.
Security and tiered access
A public face, voice, letter or membership list may create risk for people in Xinjiang or travelers. Assess harm before publication and review it as conditions change. Access tiers can limit files by user, location, purpose or date. Search indexes and social previews must respect the same restrictions as the item page.
Encryption protects stored or transmitted data only when keys and accounts are managed well. Minimize personal data, separate contact information, log privileged access and plan breach response. Publishing a redacted derivative while protecting the master may balance research and safety.
Learning from institutional collections
The Jarring Collection and British Library records demonstrate shelfmarks, collection hierarchy, item descriptions and stable institutional custody. They also reveal older catalog language and provenance gaps that require critical reading. A community archive can adopt strong identifiers and transparency without copying every historic description.
Digital preservation programs at universities treat preservation as continuing service rather than one digitization event. Budget for staff time, storage replacement, format review, rights work and user support. A grant that pays only for scanning can leave an unusable archive when links and disks fail.
A minimum sustainable package
For each item keep a stable identifier, original and derivative files, checksums, technical metadata, descriptive metadata, provenance, rights, restrictions, related items and revision history. Store at least three managed copies in more than one location and technology, then test restoration. Document the exact workflow so another team can repeat it.
Publish collection and item citations, not orphan downloads. Connect records to manuscripts, oral histories, names and language guides through final same-language URLs. The archive succeeds when future users can find, interpret, verify and responsibly access material after the original uploader is gone.
How to read the evidence
Separate primary records, academic research, organizational reports and official statements. Record the source's date, place, method and scope. Evidence about one object, performance, interview or country does not by itself establish a permanent characteristic of an entire community.
